Project Description

An LNG export facility on the Gulf Coast of Louisiana served as the site of one of EXCEL's most significant project achievements. Mobilizing less than six months before completion, EXCEL quickly established itself as a key contributor, expanding its scope more than ninefold through consistent, high-quality performance. Over 18 months, EXCEL provided civil, mechanical, structural, electrical, instrumentation, commissioning, and startup support services across multiple fronts, with an average workforce of 350 and a peak manpower of 713 personnel.

As the specialty contractor supporting power generation for commissioning and startup activities, EXCEL performed the mechanical, electrical, and instrumentation installation of temporary power units, including four GE LMX-2500 gas turbines, one GE LM-2500 gas turbine, and four Relevant M-35 units. The scope also included piping and E&I installation, high-pressure steam piping, commissioning and startup support, and temporary simple-cycle conversion services.

Project execution included the installation of more than 47,000 feet of piping, over 5,000 field welds, the setting of 306 pieces of equipment, nearly 1.6 million feet of wire installation, and more than 63,000 electrical and instrumentation terminations. The team also played a critical role in supporting early plant operations by integrating temporary power and providing commissioning assistance.

EXCEL contributed more than 1.46 million manhours to the project while achieving 1.5 million safe work hours with zero OSHA recordable incidents and maintaining a weld reject rate of less than 1 percent.
