Project Scope

This project included mechanical, electrical, and instrumentation work across 20 acres of a 48-acre site in Convent, Louisiana. Executed under a Time and Materials contract valued at $67.1 million, it reached substantial completion on August 28, 2025, after 2 years and 5 months. The general contractor self-performed 95% of the labor, with nine subcontractors selected for their qualifications and safety record. The scope expanded to cover a wide range of systems, ensuring best value for the client.

Project Description

When EXCEL arrived at the dormant site, we faced significant unknowns: over 130 flooded containers, 40,000 unindexed documents, incomplete records, and abandoned systems. Before construction, our team launched a comprehensive safety and material reconciliation effort, cataloging every component to ensure readiness. We reengineered safety protocols, developed confined space plans, and empowered craft voices for real-time hazard mitigation. By integrating manpower planning with material and engineering status, we maintained productivity and protected the client’s budget. Over 20 months, EXCEL turned uncertainty into controlled execution, salvaged materials to reduce costs, and delivered a safe, mechanically complete facility with zero recordables, earning the client’s continued trust.
